Pavlo Shvarts was born on 25 July 1982 in Lutsk, Volyn region.
In 2005, he completed Bible school in Dzingelov, Poland. He then spent a year (2005–2006) volunteering with the Center for Mission and Evangelism of the Evangelical Church of the Augsburg Confession in Poland.
In 2011, he graduated from the Christian Theological Academy in Warsaw with a master’s degree in theology and began postgraduate studies.
In 2012, he completed a course in pastoral care and psychology with SIPCC, the Society for Intercultural Pastoral Care and Counselling.
In 2011–2012, he completed an internship in the Evangelical Church of the Augsburg Confession in Poland.
He has served as pastor of the Evangelical Lutheran congregations in Kharkiv and Kremenchuk since 2012. From 2013 to 2015, he served as deputy bishop of the German Evangelical Lutheran Church of Ukraine (GELCU).
From 2004 to 2014, he co-organized the international Gloria Christian camps.
Since 2013, he has been a member of the international ecumenical group Reconciliation in Europe, which brings together representatives of the Roman Catholic, Ukrainian Greek Catholic, Orthodox and Lutheran churches from Germany, Poland, Ukraine and Belarus.
He founded the Diaconia Ukraine charitable foundation in 2017 and has served as its director.
In 2018, he served as episcopal visitor of GELCU. He has served as bishop of GELCU since 2019.
He is married and has two daughters and a son.
